Effigy Response

I am Capt Tony Kirkendoll of the Chillicothe Missouri Police Department. I was assigned to investigate the problem that you  (Mary Ann Dunlap) reported as observing while you were in Chillicothe on October 30, 2009.

I went to the address where you observed the item hanging in the tree around the time of Halloween and have been able to locate the exact item and photograph it in the daylight and under proper lighting conditions, I have found that this object was a attempt to make a scarecrow, the face on the scarecrow was white with a face drawn on with a magic marker. The item was attached to the tree by a rope that was attached to a clothes hanger affixed to the shirt of the object.

I found that there was no other intent from the owner then to depict a scarecrow hanging in the tree. This was not intended to offend anyone nor did it appear to be a mockery of anything or anyone.
